There are certain action commands that may not be available in all worlds. Currently, because of their potential for abuse in public building worlds, the rotate and move commands may have been restricted for use only by certain individuals by the owner of a particular world.

World owners can control who has access to these commands by setting the Special Commands right from within the World Rights dialog.
